i would say that even a little improvement will help, seeing as the southeast had such a nasty drought. i hope they improve.

Yes, I agree to that. All the help they can get. I am suprised they are not using ocean water somehow to help saturate the ground or would the salt be bad on the plants and that?

The problem I hear with cloud seeding is that it doesn't work all the time and much of the "made rain" evaporates before it hits the earth's surface.
